Pet Store Regulation in Vermont
A new committee charged with regulating the “sale, exchange
and donation of animals” by Vermont pet stores would represent
a variety of interests—but no pet stores, according to
the Pet Industry Joint Advisory Council (Washington).
Senate Bill 66 directs committee members to study store licensing
or registration and to make recommendations in the form of
proposed legislation by Jan. 15, 2006.
”Considering the critical impact this bill will have
on pet stores, it is essential that pet stores at least get
a seat at a table that will include many other interests deciding
their fate,” said Mike Maddox, legislative specialist
for PIJAC.
The committee would consist of representatives of state humane
groups, the state cruelty task force and the state federation
of dogs clubs, among others.
The bill, which already has passed both chambers, was amended
in the House to expand the committee by adding a member of
an animal rescue group and a member of a rabbit breeder’s
association as well.
The bill’s sponsor, Sen. John Campbell, indicated he
was willing to include pet stores in the bill, according to
Maddox, but the anticipated amendment did not materialize.
A conference committee needs to reconcile the House and Senate
versions of the bill before the end of the session. “We
are working to forestall such a resolution, unless pet stores
are added to the bill,” Maddox said. [July 2005 PET
